It is incomplete. It is missing 2 counties from current WVa. These missing counties are:

Berkeley (WVa)
Hampshire (WVa)

Since this 1790 Virginia Tax List Census contains images and indexes of almost all of Old Virginia we feel this is a worthwhile resource for anyone researching Old Virginia.
